Angry Terminal Services on Windows 2000 computers

Hey I have a problem with Terminal Services on and end user computer. I am getting an error that says the following:

The Client could not connect to the Terminal Server. The server may be too busy. Please try connecting later.

This is a strange error because the computer has two shortcuts on it. Both pointed to different servers. One of them works but the other one gives that error. The computer is running Windows 2000, and terminal services 4.0. It is also governed by a group policy. I was just wondering if anyone had knowledge of this error happening and why? I can give more information if needed. So any help is greatly appreciated Please advise!!!

Hard to proceed without more specifics.

Check the event logs on the problem PC and on the TS that refuses the connection to see if there is more detail available.
