On our Win2K3 server the taskbar shows strange behavior:
I cannot see any programs that are running in the taskbar, only the quickstart and tray icons.
Sorry, I'm a little confused as to your fault.
You have 7 items showing in the quick launch (left side of taskbar) not including the IE and desktop quick launch icons.
In the taskbar Icons (right side of taskbar) you have if I can read your screen shot... 9 icons, not including the clock or the other 3 items to the left?
So are you saying that in the right side of the taskbar, when you click on the icons they won't open?
What happens if you left click?
Whilst we clear that up, Have you restarted the server?
There´s a misunderstanding:
I posted a new screenshot to try to explain WHAT i´m missing...
My taskbar does not show any programs like the one´s in the red circle.
I cannot open the programs running becaus they are not shown in the taskbar like they shold (red circle)...
It sometimes helps this sort of annoying problem to cycle the menu from locked to unlocked to locked a few times.
If no luck there then try

If still no go then you probably need to place a support call to Microsoft since it's most likely an OS issue where the appropriate shell call isn't working. Should be a free support issue and they may even have a fix already worked out if this is something they've seen a few times before.
This article and several links from it will give you more detail but if the simple things above don't fix it then you need some serious tech help.
