kenton--Not every page will permit you to "View Source ". Is this problem occuring on all pages?
As you know there are two ways to activate View Source. IE View|Source and right click on blank spot|View Source. Are they both not working?
You could try cleaning your cache (Temporary Internet Files).
    Or click View|Encoding.
If Auto-Select is chosen try one of the other options, especially one of the Western European settings. And if one of the Western European settings is already checked, check the other.
If no success so far, there are more ideas here

    Problem solved. What I do:
    1. clear temporary Internet Files cache. (after this step still not help).
    2. I checked Auto-Select in View > Encoding. After this step I can view source, OK. Then I just uncheck back this Auto-Select.
    Work normally.

One expert refer me to Kelly's web site:

Its a good thing that I dont like change any registry setting, especially if that not needed!

    Thanks.

    kenton--Thanks for posting back.
If I understand, you said that one of my suggestions "sort of" led you to the fix. View|Encoding is often a problem with View Source. There are many variations.
And, yes, problems with Notepad are another possible fix, if earlier ones did not work, as mentioned in the
    link I suggested
