When I try to run system restore , it goes thru the motions but after it reboots I get a message that says system restore incomplete. I try another bold date per instructions, but get the same results. I have ran system restore in the past with no problems. i also tried to undo last restoration and get the "incomplete" message as before.

I think this is a very technical problem.
You better just call Dell for the newest and fastest system on the market. Your wife will love you for it!

What is the problem that you are trying to Restore out of? Might be easier to tackle that problem first. I think that your SR needs turned off, then on again (toggled) but when you do that, you LOSE all restore points. Occasionally, an SR will get corrupted (because the points are cumulative) and SR isn't an available option until it is cleared.

    Welcome to the board Chuck.
    SR stands for System Restore.

Right click My Computer and choose properties. On system restore tab, check the box to turn off / on.
