Why Won't .EXE files run!!

    when attempting to run a file located in C:program files (x86) \

    I receive the error message "a device attached to the system is not functioning"

    help please!

    What is the exact name of the EXE file?

    Does it happen to all?
    If you right click and select Run as Admin - does it help?

    I can open iTunes, so I am not sure what the issue could be.

    I also can not open the runescape mmorpg game client from the desktop, either.. but no error message, it just doesn't open.

    JagexLauncher.exe , which usually loads the game, in file on desktop, right click run as admin/ no response from computer.
