MS Outlook is installed as a stand-alone application on about 10 computers on a client's LAN. The ISP does no host the client's website and domain name - they are hosted in UK.
MS Outlook has been working well until recently when it returns error message "Outlook is unable to connect to your incoming mail server ". Sending is ok.
Only computers on the LAN are affected. Users are receiving their emails on other devices like smart phones and iPads. Webmail is also working well - send and receive.
I have talked to the ISP but they say they do not handle incoming mail - only outgoing. The host, advised me to change the incoming mail server but he problem has remained.
Anyone got this problem before? Help.

What happens if you Ping the incoming mail server from one of those computers on the LAN?

What happens if, on one of those computers on the LAN, you temporarily change the name of the incoming mail server from <whatever.incoming.mailserver.Name> to the IP address of the incoming mail server?

I would check the PORT setting on a smart phone to that on one of the pc's and see if they are the same.

Hi, - I successfully ping the i/c server (using server name and IP address). I have changed the server name to IP address - problem remains - "Outlook cannot connect to the incoming (POP3) mail server ".

What antivirus software is in use? What about a firewall?

When you start Outlook in Safe mode, does it work?

To open Outlook in Safe mode: Close Outlook then hold Ctrl as you click on the Outlook icon. You'll get a message asking if you want to start in Safe mode. Click Ok.

Which version of Outlook?

More: Error occurs when you send or receive an email message in Outlook or Outlook Express

Also, ping doesn't show you anything. Instead use:

telnet hostname 110 (or 995)

This will show you if a mail server is listening on that port & accepting connections.

Hi,
1. We use Kaspersky Endpoint Security 10 (also installed in stand-alone mode), but right now am seated infront of a PC without any antivirus and it is behaving the same.
2. I have started MS Outlook in safe mode: the problem persists
3. There are various MS Outlook Versions: 2007, 2010 and 2013
4. Telnet hostname 995 returns:
Connecting To hostname . . . Could not open connection to the host, on port 995: Connect failed

Some more info:
1. A branch office is not experiencing this problem.
2. I have disconnected one PC from the LAN and connected it to the internet via a USB modem – MS Outlook can receive mail for this particular PC.
3. I have requested the ISP to look at their ROUTER and ADSL Modem configuration. I have failed to log into the ADSL modem 192.168.1.1.
4. More later . . .

I hope that for hostname you used the actual hostname? For example telnet pop.gmail.com 995

So you'll have to check if there is a firewall issue (since it looks mobile devices are connecting). How are they connection to the Internet? Via local WiFi, or through 3/4G?

Mobile devices are connecting via 3G/4G.
I have setup gmail to receive via MS Outlook and its working fine which leads me to suspect the router or ADSL Modem is blocking the i/c server IP address.
