ok so I try to boot from CD by setting my BIOS and then wen I start up with my XP cd in the drive I just get a black screen with a white typing cursor in the top left of the screen.

    What would cause this?

XP CD's are bootable - assuming you have a genuine copy (If your copy is pirated we cannot assist).

Is there an OS already installed or are you trying to boot to a blank drive to install XP?

On boot do you see 'Press any key to boot from CD'? The PC will not boot from the CD automatically and your input is required.

I might see it as the CD drive has not been set as a boot drive before the harddrive in the BIOS/Startup settings. It seems to be booting through to a blank harddrive.

Check if your CD drive is set as boot drive (it can be after the floppy, but before the harddrive), then look for "Press any key...." as Pete said.
