Does the problem lie in the USB panel?

    I guess the following is called a USB panel.

    When the above panel is connected with the USB1112 port, there is not enough power to drive my USB 2.0 hard disk, i.e. the disk does not rotate.
    When another panel (taken from my old computer) is connected with the same port, the hard disk can work properly, i.e. there is enough power.

    Does it mean that the problem lies in the panel shown in the picture above?
    However, when a USB fan is connected with it, it works.

    I would imagine that you're taxing the USB connection. I have preferred a powered USB hub or a PCI card in the comp where there is no power problem. Neil.

    I disconnected all other USB devices and tried again, but the hard disk still did not work with the panel in question. It did work when I plugged it into another panel thereafter. What do you think?

    You seem to have diagnosed your problem as the 'panel' being faulty. Take it back to your supplier and get them to test/replace it for you. Neil.

    FTR, that is a "I/O board" or "I/O connector board" for your case's front panel. It is not "USB" because it also has audio ports and it is not a panel - it mounts to a panel.

    For all motors (gas or electric), they take a lot more energy to spin up (accelerate) to speed than they do to maintain their "cruising" speed. USB 2.0 ports should provide 500mA of power and I suspect your USB drive needs close to that when first spinning up. This is why it is recommended that external drives use external power supplies, or be connected through self-powered external hubs.

    It would seem this I/O board that does not support your drive is introducing more resistance than the other board for some reason. Perhaps there is a poor solder joint, dirty contacts, broken connector or faulty component. But as retiredlearner noted, you already determined this new I/O board is faulty.

    I want to buy a new one. Similar products of cheap prices abound on a shopping site in my nation. It is possible to buy another shoddy one. So I am thinking about buying one produced by Lenovo, just a little less cheap.

    The old I/O board has capacitors but the new one does not. Could it be the reason why the former can support my hard disk but the latter cannot? There are many similar products on the said site, but I can't discern which ones support my hard disk.

    Because I cannot install it onto the front panel.

    No open internal slots to install a usb card?

    There is such a slot, but a USB card cannot be used on the front panel at my end.

    I have bought expensive top of the line stuff and it failed when I got it.
