So after my previous journey toward cleaning my computer, I've noticed that my computer had a credit card reader as well as an ethernet controller after I had uninstalled it weeks ago. Is there a way I can permanently keep these things from coming back?

Windows sees them on boot up and tries to get them to work. You would have to completely disconnect them from the MOBO (if possible) for them not to be seen. Download the drivers and it won't do it anymore.
Or as Steve said you could try disabling them.

To disable a device go to Device Manager, right click on the device and select Disable.

I checked on the Device Manager and the two aren't there.
To be honest, I kind of uninstalled the two items before asking for help. So should I wait until they reappear on my Programs and Features...?

Correct... You have to be able to access the option in order to disable them.

Mind if we ask why you are wanting to do this?

I have seen people uninstall a file/folder or something else because it looked suspicious and turn their PC into a boat anchor because reinstalling wasn't an option. If you don't know about a file or something, come to a message board like this one and ask before you do ANYTHING. And remember, GOOGLE is your friend.
