Since you can't seem to format the harddrive using the Windows format utility see if downloading and running the program KillDisk
will allow you to format the harddrive with that utility.
If KillDisk can't format the harddrive within Windows then try burning the program to a CD/DVD and running the program from a CD/DVD which will hopefully allow you to format the harddrive using that method.

Note: A common error is to forget to show your System Details in your profile:
To have your system specifications displayed in your profile, you have to click the link Edit Options, and under Thread Display Options< System Specifications select Yes from the drop-down menu.
