Cannot Receive Email Using Outlook 2003

I have recently been unable to receive emails using Outlook 2003. I don't receive an error message and when I click on the Send/Receive button in the toolbar, nothing happens. Usually you have the status report of incoming/outgoing messages, but that window doesn't pop-up either. I am able to send emails though, reply, forward, and all that. I just can't receive any. Usually in the bottom right hand corner (opposite side to my inbox message count) there will be a status line that says, "waiting to update folders" when I start or "folders have been updated" or "incoming messages" but that no longer happens when I run Outlook. Can someone help me? Thank you!!
