Unhappy Outlook 2007 [toolbars & new buttons] not sticky

I'm running Outlook 2007 on a Windows XP Pro machine. The only problem I'm having is that the top toolbars are not 'sticky', e.g.,, if I add buttons to a toolbar, or if I select only certain toolbars to appear, after I close Outlook, when I restart it it reverts back to some kind of a default. Help?
