Recently windows updates presented the option of installing IE 9 which I did. On of the features of IE 9 allows you to drag a window down to the taskbar which will place that website on the taskbar for easy one click access. This is available only for Windows 7. Is there a similar feature for Windows VISTA and Win XP SP3?

There has always been the option of dragging URL's to the Quick Launh bar if that's what you're talking about..

What I'm talking about is supposed to be a new feature of IE 9.

    Hi there,

That's a new feature with Windows 7 (Jump List) which is not available with XP or Vista. As far as my knowledge there is no way you could use that IE9 Feature on XP or Vista.
