Contacted Microsoft support after reading about this error message being common in many users.
Microsoft confirmed my Vista home is properly resistered, but also that because I purchased pre-installed version on a DELL computer, they (Microsoft) cannot help me...I need to contact DELL. Microsoft gave me an 800 number for $59...they would guarantee resolve issue.
Called DELL...they confirmed via service tag, machine all registered ok, but their support says this is SOFTWARE issue and although I purchased hardware protection, they cannot/willnot help unless I purchase software support for $139.
Frustration is this appears to be a wide-spread issue. From some HELP FAQ's see there are some Registry files that supposedly will help...but I can't log on to Microsoft support, since that is one of many pages that will not display.
The old Catch-22...how to log on for download...can't log on due to issues???

Appreciate any help/suggestions from this learned forum...THANKS

    Welcome to WindowsBBS :)

First off have you reset IE8? - Tools > Internet Options > Advanced - Reset

If that fails to remedy the situation reproduced below is the MS KB article on the error message you receive ......

Which OS are you running at at what SP level?

PETE: THANK YOU so much for posting the entire HELP article. I got it back and running, seemingly well at this point. Not sure what was wrong, but as long as it is well for now...and I keep your article for possible future reference, should be good to go.
As I had stated, if you can't access the microsoft sites/support, hard to resolve without a lot of issues.
You got through all that by taking time to post that article for me.
    THANK YOU SO MUCH!
