In Control Panel>Sounds and Audio Devices>Sounds tab, set both "Complete Navigation" and "Start Navigation" to "None. "

    I my case using IE7....
    >control panel
    >sounds and audio icon
    >sounds tab
    >under explorer
    >disable "start navigation" sound by selecting none.

You may need to experiment but on of these in the "sound list' will hold your sound, unless it's coming from a popup blocker. In that case the popup blocker will have a an option to disable the sound in it's own option settings.
