Outlook Express not sending Mail, Error Number: 0x800CCC0B

Hi,

I've gotten this error message many times before, but usually if I wait an hour then the messages send. Now I've been stuck for a few days. The message I get is.

An unknown error has occurred. Subject 'Hi', Account: 'tom@bestenglish123.com-1', Server: 'mail.bestenglish123.com', Protocol: SMTP, Port: 25, Secure(SSL): No, Error Number: 0x800CCC0B

Belarc says I have: Windows XP with SP3

I'm using Outlook Express 6

There are some workarounds and things to mess around with. I'm hoping you can save me time, I don't want to spend half a day messing around trying to fix this.

webmanoffesto--That error usually means the your ISP's server is busy.

Note that the MS KB articles you post suggest contacting your ISP. Have you done that?
If you have done everything else in 813541, that is one step you certainly should consider.
Have you installed IE7. It could cause problems with OE

P.S. You mention "Windows XP with SP3". There is no such version of Windows (not until 2008, anyway). Do you mean "Office XP with SP3"? That is one of the fixes in the second reference you post.
