For the link problem, run the following commands from start/run. Run each line individually. After each run, you should see a short message stating the command was successful. The first command is the one most likely to work.
regsvr32 Urlmon.dll
regsvr32 Shdocvw.dll
regsvr32 shdoc401.dll (only applicable to Windows 98 and earlier- if using a later operating system, run regsvr32 Shell32.dll )
regsvr32 Oleaut32.dll
regsvr32 Actxprxy.dll
regsvr32 Mshtml.dll
It has been noted that replacing OLEAUT32.dll will work when all else has failed. Do that using System File Checker, or if you have Office 2000 installed.... Source

Might be worth a try if nothing else works, even though the article implies it does not apply to your version of IE. (IE and OE are tightly connected.)

Richard99--Did you try to re-register the new oleaut32.dll file (regsvr32 oleaut32.dll from a Run command)?

In most cases you should just have to reassociate these files with Internet Explorer. Hold down Shift and right click on any .gif file. Chose "Open With..."
and in the "Open With" list highlight Internet Explorer, check the box at the bottom "Always use this program..." click Apply, OK. You have to do the same for any .htm file.
If all these problems started less than five days ago, you perhaps should try the following. Start|Run|type scanreg /restore| OK|pick a date before the problems started|OK|Wait|Reboot.
If that does not help, I am starting to wonder if you perhaps have spyware or a virus. Have you run an AntiVirus program? Do you keep it up to date? What about a spyware detector like AdAware or SpybotS&D?
Did you install any hard/software just before the problems started? My.exe ??? I do not recognize that file.

If nothing else there works, to repair IE, go to Start\Programs\Accessories\System Tools\System Information Tool. In System Information Tool, go to the toolbar at Tools\Internet Explorer Repair Tool.
