It sounds like the shortcut is corrupt or pointing to the wrong path. Open My Computer and then C: then Program Files and finally the Outlook Express folder {If you have 2 Outlook Express folders one will probably be empty and the shortcut is probably pointing to it}. Find the folder with the exe program in it and make a new shortcut to it then delete the old shortcut. If there is no Outlook Express folder or there is no exe in any Outlook Express folder you will have to repair or reinstall IE and Outlook Express.

Please post back so we know if it's fixed or if you need more help.

I did some checking on my system and it may not show as an exe file. Look for msimn in the Outlook Express folder {it looks very much like the shortcut icon on the desk top} and hold your cursor over it...it should say it's an application. It may be named something else if you aren't using IE 6 so if that is the case just hold the cursor over anything that doesn't have an extention until you find the application. That's what you need to make a shortcut to. Once you make the shortcut drag it to the desktop and try it to make sure it works. If it isn't there...start > settings > control panel > add/remove programs, scroll to Microsoft Outlook Express and single left click on it to highlight then click add/remove and choose repair when given the option to.

What's the full (and exact) error message?

Also, do a search for "*.DBX" (without the quotes), right-click on each file found (one at a time), choose Properties and ensure that none of the files are checked as Read-only.

My System

Although this KB Article refers to W2k it may be worth checking in the Registry ....

http://support.microsoft.com/?kbid=296969

For MSOE.dll try running SFC ....

Start > Run > sfc /scannow - note the space. Have your XP install CD handy.
