cannot open Outlook attachments

I am writing this question for a friend who is having trouble
opening Outlook Express attachments.
When he tries to open attachments (which are indicated by an paperclip) the error message " ...removed access to the following unsafe attachments in your mail".
Is this a setting switch somewhere ? Any ideas ?

IE tools-security

2nd Square check box (Do not allow attach....) UNCHECK IT!

In Internet Explorer reset Security to Medium or if you have Custom Settings click on Custom Level (in IE6) and look for Downloads and click on the Radio button for Enable Downloads.

In Outlook Express click on Tools>>Options>>Security and then select Internet zone and also uncheck "Do not allow attachments to be saved......................."
