I've set up content advisor before, but on this new user account, instead of seeing the Content Advisor Enable option, I see (in IE 10) on the Content tab (after selecting Internet Options), a Family Safety button, which leads me to the family safety options for the particular user account. I don't see any way to modify the websites that an IE user can go to, in the family safety section of the user account. I saw in a help file, that there would be an option to add controls, but I didn't see that either.

How does one set up a content advisor in IE 10?

What I want to do is create a whitelist of sites. I've done this before, and I went to teh trouble of upgrading to IE 10. hopefully this wasn't yet another useful feature that Microsoft pulled from its products.

Welcome to (yet) another Microsoft scr3w-up!

To open Content Advisor, run RunDll32.exe msrating.dll,RatingSetupUI from the Run box.

OK I have it set up on another user account alright. But this content advisor is popping up on my own user account. Is there a way to get it to run, only from one user account?
