Outlook Express v6 blocks attachments

Using Windows 98 SE, and Outlook Express v6, I have been getting a message in the attachment line for messages with attachments that says: "OE removed access to the following unsafe attachments in you mail: <filename>". The attachments are known to be OK.
This has occurred since I installed Windows 98 SE Service Pack 1. I don't know what to do.

In OE, click on tools, click on options, click on security tab, make sure do not allow attatchments box is unchecked.
