Computer Crashed!

I have a Dell PC. I can't remember the exact model because I am not with it. It has been getting slower and slower, and the other day the cat knocked the cord loose to the computer so I shut the computer down. Now when I try to start up the computer it asks how I would like to start the computer (normally, safe mode, ect.) None of these options will work, it just does back to the blue screen where the system restore option is. I tried to do a system restore, but when I hit F10 (the button for restore) nothing happens, and just continues on to the screen to how I would like to start the computer. I am not able to get anywhere else. I am sorry if this is confusing I am not the best with computers. Does this just mean that my computer crashed, and there is no way to restore it or is there another option. I was trying to back up all my files to discs at the time the computer lost power, but there I had just begun so most of my files/pics/music are still on there, is there anyway to recover those if the computer is broken. Once again I am sorry for the confusing question. I dont really know all the technical terms.

All your data will be still on the hard disk drive, it is a matter of accessing it, because Windows is having trouble "working".

What version of Windows do you have and it's Service Pack? Use this, if it supplies the relevant information

Otherwise go to the Dell website and use their system to look up the Service Tag so that you can supply the relevant information.

Getting Windows to work again might be hard or it might be simple. The data is still there (although Windows cannot run).
