If it is not milky at startup or in Safe Mode, that would strongly suggest to me that it is only a Windows driver problem.
I would start by finding the chipset drivers and installing those. If you have installed the chipset drivers from the drivers CD that came with the machine, look for any updates at the Sony website for your model. After that, look at installing and updating the graphics drivers.
I think is it possible that a part of the graphics may be "broken", I highly suspect it is a driver problem though (I've considered that the graphics have been broken on machines in the past, sure as heck looked like it, always turned out to be drivers in the end though).
If you want to reinstall the graphics drivers and their software, uninstall them from Control Panel -> Add or Remove Programs.
