Video performance slowdown

The story:
Dell Dim.4300 / P4 1.6GHz 100MHz fsb / 512MB PC133 SDRAM / Windows ME / Gainward GF4 Ti4200 128MB (new).

Re-formatted hard drive and re-installed WinME.

"Uncached" hard drive speed and "Video" both tested pretty slow at pcpitstop.com after re-format/re-install. Followed their advice for hard drive result to check DMA setting and found it was turned off (DMA box was un-checked). So, checked the box, re-booted, and re-tested. Uncached speed now very good. No improvement on Video result (the test is simple fill-rate I think). Video result is about the same as our old ATI 16MB card, around 120mb/sec.

Also ran 3D Mark 2001SE and got poor result. Before re-format/re-install 3D Mark result was about 6650 (SDRAM and slow fsb bottleneck probably). Now 3D Mark result is about 4250, a drop of 33%. Not good.....

Have run ScanDisc and DiscDefragmenter, but no improvement.

What should we check and HOW ? Is there a DMA check-box for the display adapter/graphics card ? What about "side-band addressing" ? Someone said a good graphics card should not use that and to disable it but I'm in the dark on this point.
