Are you removing the drivers using Add/remove programs (I would even try this in Safe Mode)? I think you will find that the card manufacturers recommend using their uninstall program rather than removing the drivers in Device Manager. Check for the manufacturers method of removing and reinstalling the drivers.
If you did not "remove" the original onboard graphics drivers before installing those for the new card, maybe switch back to the onboard card (after removing the current drivers) install the drivers for the onboard graphics. Uninstall the onboard drivers, then try again with the new card (try to follow their instructions as closely as possible). The trick may be to completely remove any and all drivers before installing the new set
