Red face No ISA Modem, No boot?

Here's an odd one. I was replacing the ISA 33.6 modem in my friend's computer with a 56K PCI unit (Yes I used a PCI slot for the newer modem) and the PC wouldn't get past the post. It's a FIC Mobo with an AMD K6 400 cpu running W98SE. Once you put the ISA modem back in it'll boot? It shares the ISA and first PCI so I left the adjacent PCI empty.
Any thoughts?
