Cant get to Post

My friend just upgraded MOBO and Memory to Jetway KT400 on windows xp. However the machine will not boot to POST. In fact nothing appears on the screen at all. Everything is attached and the fan on the processor and GFX card (radeon 9700) come on. The floppy makes a noise like it is being checked and the HDD light comes on. Any ideas what is going one? He has reseated everything correctly. Even tried the old mobe and cant get to POST?
He has reset CMOS settings too. What else can we try?

Go Back and check any and all MB jumpers and your case to MB wiring. Next two things to check are memory and video. Check all cabling and devicepower connectors. Now, clear CMOS and then try booting with a continual tap on your delete key. If you get into the bios, use setup defaults and see if you can reboot, If you don't get this far, post back.
