Need to add parental control for the internet

Ok, I'll start from the beginning. My son uses his computer to access a website to do his homework for school. There have been times that he is just surfing the web instead of doing homework or if he is punished from the computer he still has access to the internet while he does his homework. As of now we have passworded the pc. What i would like to do is setup another user on the pc with limited privileges so he can only access the website he uses to do his homework. So when its homework time we log him in to the limited user and he does his homework without surfing any place else. Can this be done ?

Thanks for the info but those are mostly used for blocking out pron etc. I need something that i can list the websites that he can go on only and not allow him to manually enter a site that is not on that list.
