Mission Statement

storm in a teaup probably - it's come back again but still far from healthy, taking 4 or 5 attempts to raise some sites (which generally serve out well)
I did give it half an hour before posting (meanwhile trying various "idiot level" checks like reconnecting, trying different browsers etc)
seems to be / have been a UK to US thing? - just a very few US sites working, but everything I've tried here in UK has been normal
firewall is showing the connections "Connecting Out" but the connection doesn't complete and so no bytes in or out
"going through a proxy" is something I haven't sussed how to do - yet ! - but must currently fix breakfast for the missus. If it's still playing up in an hour or so then I will investigate and report back...
"going through a proxy" wasn't anywhere near as complicated as I thought it would be (given a decent link to start from )...
...and worked well with all the sites which I tried.
But trying direct is still failing ~95% of the time, "connecting out" but sticking like that; or netstat shows it as "SYN_SENT" but gets no further.
from here, trying direct:
UK - UK : good, fast
UK - Europe : good, fast
UK - US : horrible (but good via proxy)
UK - Australia : horrible (but good via proxy)
(so not just UK-US as I had thought)

using the proxy I was able to view the traffic graphs for Europe: both the "traffic index" and "response time" graphs show a marked improvement at around the time I first experienced trouble
regrettably had a busy day and didn't get another chance to check the internet until evening, by which time all was back to normal
as you say, a tracert would have been the thing to do, particularly in view of the seeming geographical split (actually I'm kicking myself for not thinking to do that this morning). As no one else seems to have grumbled about poor internet I'm guessing that it was a pretty much local effect.
