I have a friend who uses the Netscape 4.78 mail program. He collects mail after rebooting. If he attemps to collect mail before rebooting, it says he has no new mail. This has been going on for sevaral weeks now.
Has anyone else come across this?

Your friend's problem occurs more frequently in Netscape 6.x.
Have your friend try this:
With Netscape closed, back up the Users folder.
Then, delete the Inbox.snm file found in:
C:\Program Files\Netscape\Users\username\Mail
Do NOT delete the Inbox file (with NO extension).
You might also check to see if your friend is compressing the Mail folders frequently. This can be done automatically in 4.78:
Edit|Preferences|Mail & Newsgroups|Mail Servers|Edit|POP
"Clean up all folders on exit"
